I. Competition Background

Coached by Propaganda Department of CPC Shanghai Municipal Committee and Bureau of Shanghai World Expo Coordination, Chinese Element Originality Competition, jointly participated by many government authorities, industry associations, designing units, designers, media, and universities and colleges in China, is a large scale event with the theme of “making contributions to World Expo by excellent works of folk, national, and popular cultures” under the co-sponsorship of Shanghai Municipal Administration of Culture, Radio, Film & TV, Shanghai Federation of Literary and Art Circles, and Shanghai Xiazhennong National Culture Education Development Foundation.
The competition welcomes the participation from people of various circles to carry forward the folk and national cultures and popularize Chinese elements. It hopes, on the one hand, to drive the innovation of folk and national cultures, making such ones stylish, relevant to life and market, and, on the other hand, establish a platform and opportunity for the promotion and packaging of young and middle-aged designers and artists as well as the internationalization of Chinese culture in virtue of the World Expo by recommending the excellent works to the world.

The participation can be signed up in both individual or body name; the relevant rights and interests shall be defined inside the body and representative(s) shall be elected.

VI. Requirements for originality Design
1“Chinese Element” must be set at the core place in composition.
2The styles of design vary accordingly so long as the connotation of oriental culture and the international vision have been perfectly incorporated.
3The design conception of combining tradition and fashion is encouraged.
4Keeping up with the contemporary taste is required.
5The submitted work must be complying with the laws and rules by government as well as the requirements for the development of spiritual civilization.
 
VII. Uploading Requirements for Works Submitted
1The participation works must be submitted in electronic form. The color model of the design drawing is RGB; the master map is expressed in 2D, 3D or hand drawing form, and the auxiliary map must contain the computerized three-view drawing (including front, side, and the design sketch) of the design with dimensional data. All the works shall be converted to JPG and uploaded in .rar format.
2The participants shall upload a plane figure of the design works (any one of the sculpt faces is optional) to the website for exhibition. The figure format shall be as follows: RGB color format, a precision within 600×800 pixels, and JPG picture within 500k in size.
3Design caption must be attached for briefly introducing the originality generation, forecasting of the market prospect, price, and future trend, describing the targeted customers, product functions, explaining the features and reasons for the chosen technology, shape, textures, as well as the added values of energy saving, environmental protection, and humanity cares.
4The participants shall fabricate the mock-up for the final evaluation upon the passing of first-round selection.
5The participants may choose to encrypt the works at will; if such an encryption is chosen, it will be regarded as the voluntary waiver of popularity voting by the system.
Composers shall keep the high-precision manuscripts (in format like AT, CDR, PSD), which can be provided to the organizers in case of being singled out.

Composers are requested to leave truthful information including name, contact address, e-mail address, and so on. To no exceptions shall the entries be returned with rejections; the composers shall retain the copy of the manuscript themselves. (P.S.: The composer’s name or any other identity marks shall by no means appear on the design documents and descriptions submitted.)
 
VIII. Way for Participation
Participants upload the entries directly to the official website www.cyzh.org and complete the log-in of personal information as well as the confirmation of related statements and commitments. Operations such as works exhibition, review, voting, and evaluation and choose can be carried out on the website of the competition.

IX. Awards Categories
The Competition will carry out the selection for “Golden Phoenix” Award. The concrete categories for originality design are as follows (divided into professional and non-professional groups):
Professional Group:  
Awards for Comprehensive Type
Golden Award: One (the winner will be awarded with a prize of RMB 50,000, a crystal trophy, and profile report as well as works recommendation by three media)
Silver Award: Three (winners will be awarded with a prize of RMB 10,000, a crystal trophy, and profile report as well as works recommendation by two media)
Bronze Award: Five (winners will be awarded with a prize of RMB 8,000, a crystal trophy, and profile report as well as works recommendation by one media)
Media Award: Five (with a prize of RMB 2,000, and the certificate)
Popularity Award: Five (with a prize of RMB 2,000, and the certificate)
Excellence Award: Fifty (with a prize of RMB 500, and the certificate)

1. All the selected works will take part in the Shanghai Folk Culture Exposition held in October, 2009, and the excellent ones will be recommended for relevant activities of 2010 World Expo. Market development for some selected works will be carried out by such means of intellectual property transaction.
2. The award inners will have the chance to become the signed designers/artists. The organizing committee of the competition may provide them opportunity to present and recommend themselves by holding recommendation with the media to companies and institutions.
3. The organizing committee will hold auctions for winning works.
4. The award winners may have the chance to get theirs works commercialized and industrialized as well as properly rewarded.
5. The award winners and their works may have the chance to extend their popularity by obtaining reports and profiles from media, mainly in Shanghai, across the country.
 
Special Notes
1.The above-mentioned amount of prize for awarded works is pre-tax. The organizers will withhold and remit individual income tax in accordance with the legal stipulations by People’s Republic of China.
2.The prize shall be allocated with self decision by the related composers for the body or unit participation.
 
X. Evaluation Standards and Procedures
(一)Evaluation Standards
1The design works shall comply with the theme and tenet of the competition as well as the scope of works submitted.
2The design works must be original; the full and systematic expression of the information given as well as the visual effect is the major concern of the competition
3The feasibility and rationality of the product functions and technical performances, the safety, efficiency, easiness, and interest in using the product shall be taken into full consideration;
4The originality and practicality of the design works in respect of fabricating technology and cost;
5Consideration such as reducing material waste, energy consumption, pollution and poisonous gases emission, waste disposition and recycling has been taken into account in product fabrication, use, and disposition;
6Rationality in the combination of sculpt with function, structure, and texture technology, satisfaction to the objects’ psychological, aesthetic, and social factors, reflection of the zeitgeist, national characteristics, and fashion trends, and contribution to the aesthetic style matter;
7Degree and skill of originality and future-mindedness in satisfying new demands of market, applying novel technologies, establishing new patterns of use, creating fresh style of appearance, and so on have been fully embodied;
8Feasibility for mass production of the design works is available;
9The design works shall be in accordance with the aesthetic trends of the modern society and bear a certain market value.
(二)Evaluation Procedures
1.         The evaluation mode includes expert selection, media journalist evaluation, and mass selection.
ü 100 entries will be singled out through the preliminary evaluation by experts, and the gold award, silver and bronze awards will be selected out at the final evaluation by experts.
ü The media journalists will take charge of the selection of Media Award(s).
ü The masses will be responsible for the choosing of Popularity Award. The pattern for such selection is composed of the online voting at the official website (30 % of the final score) and the spot voting at Shanghai Folk Culture Exposition venue (70% of the final score).
2.         Preliminary Evaluation: the organizing committee will organize the expert judges for the appraisal of works submitted to select out the 100 candidates for final evaluation.
3.         Final Evaluation
ü The participant who has entries into the final evaluation will be informed directly from the organizing committee. He or she shall undertake the model or sample clothing production of the design works for off-line final evaluation.
ü The candidates for final evaluation shall submit the page contents that can embody the design plan including the title of Chinese Element Originality Competition, name of the work, design drawings of the whole piece and parts, caption, which shall be arranged in uniform on a blueprint of a 60cm*90cm display board of JPG format and 300dpi to the official e-mail address zhys@arting365.com before September 15th, 2009 for the organizing committee arranging the mimeograph and fabrication. (composer’s name or any other ID tags are not allowed to appear on the display board)
ü The final candidates shall fabricate the mock-up no more than 70cm X 70cm X 70cm scale or 1:1 sample clothing and get RMB 500 from the organizing committee as the fabrication subsidiary. The candidates shall provide the CD-burned video document of avi or mpg format to demonstrate the scene for product’s use and its features to the organizing committee by mail or express delivery before September 15th, 2009. Candidate who fails to send the mock-up or sample clothing to the organizing committee at due time will be regarded as voluntary waiver of the qualification for final evaluation. The organizing committee will choose out the final awards according to the mock-ups/sample clothing and the display drawing. (Composer’s name or any ID tags are not allowed to appear in the mockup or video content.)
 
XI. Restrictions for Participation
Entries for the competition shall not be:
1. Non-original design or designs that fraudulently copy or infringe others’ intellectual properties;
2. Designs violating the theme of the competition and the requirements provided;
3. Participated in the name of a body but the relevant rights and interests have not been defined inside the body or representative(s) not been elected; or  
4. Designs that have participated other design competition or designed for third-party service
 
XII. Competition Schedule and Timetable
According to the preparation of Shanghai World Expo, the competition is set to be started from March 31st, 2009 and ended at November 30th, 2009.
Solicitation: the solicitation of contributions for the competition will start from March 31st. 2009 and end at 24 o’clock of Beijing Time on August 1st, 2009. Works submitted or arrived after the expiration is denied with qualification for the competition with no reasons.
Publication of preliminary evaluation and selection outcome (to be estimated): August 10th, 2009
Model fabrication of the selected works (to be estimated): from August 15th to September 15th, 2009
Exhibition of the selected works at Shanghai Folk Culture Exposition (to be estimated): a pre-show of the selected works at Shanghai Folk Culture Exposition from September 28th to October 8th, 2009 for the choosing of Media Award(s) and Popularity Award(s) by news media and the masses.
Publication of final outcome and award list (to be estimated): November 1st, 2009
Award Ceremony (to be awarded): November 30th, 2009

XII. Intellectual Property
1. All the entries shall be original and not permitted for multiple submissions. The organizers are not responsible for the charges caused by the works submitted for possible violation of copyrights, trademarks, patents, or other third-party rights and benefits.
2. The intellectual properties of all the award-winning entries belong to the organizers of the competition who have the rights to re-design, produce, sell, exhibit, publish, and publicize in other forms the works. Other units and individuals have no right to re-design, produce, sell, exhibit, publish, and publicize in other forms the works submitted or assign to the third party; otherwise the organizers have the right to pursue legal liability. The organizers have the right to apply to the competent departments of government for the protection of intellectual properties for all the award-winning designs, and the participants have no right to transfer, publish, or take part in exhibition of the designs; otherwise the organizers have the right to pursue legal liability.
3. All the award winners shall endorse with the organizing committee of the competition the assignment of intellectual property. The organizers will cancel the qualifications for the participation, final competition, and winning for awards, retrieve the bonus, trophy, and certificate and instruct the relevant media the infringement act if the final entries and award-winning works have been found plagiarism or other infringement. The organizing units reserve the right for final decision upon decisions of all things relevant to the competition.
4. The organizing committee has the priority for preferably negotiating with the participants for the assignment of intellectual properties of the participation works in the event that the works fail to be awarded.
5. The organizing committee of the competition entrusts the Shanghai Intellectual Property Administration and profession law firms with the services for intellectual properties and legal protection concerning with the activity.
